Shadal's Framing of parshat Balak

There is a lengthy comment by Shadal in which he lays out several questions, and these questions and his answers help frame the events in parshas Balak. I have nothing to add here, so I give only my rough translation of his words. Obviously, other commentators can, and do, answer many of these questions differently. And so it might be a good exercise to chart out all the various positions on this. At any rate, here is Shadal's comment:
א': בלעם היה עובד את ה' או עכו"ם?- היה עכו"ם, כי היה קוסם ( יהושע י"ג כ"ב) ולו היה עובד את ה', היה מתדבק בישראל לפחות לא היה הולך לקללם, אחר שאמר לו ה' כי ברוך הוא, ולא היה הולך לקראת נחשים , כדי שיחפוץ ה' לקללם, אם היה יודע שהוא אל יחיד ושהם עם סגולתו, ומיד כשבא אצל בלק, היה לו להגיד לו כי זה העם בחר לו יה ושאי אפשר שימאס בם; אבל מה שאמר: לא אוכל לעבור את פי ה' אלהי , כן היה מדרכי אמונתו לעבוד לכל אלוה כשיצטרך לו, ועכשו היה צריך לאלהי העברים שיטוש את ישראל.

1) Was Bilaam a worshiper of Hashem, or an idolater? He was an idolater, for he was a sorcerer {kosem} (as we see in Yehoshua 13:22)

כב וְאֶת-בִּלְעָם בֶּן-בְּעוֹר, הַקּוֹסֵם--הָרְגוּ בְנֵי-יִשְׂרָאֵל בַּחֶרֶב, אֶל-חַלְלֵיהֶם. 22 Balaam also the son of Beor, the soothsayer, did the children of Israel slay with the sword among the rest of their slain.

and were he a worshiper of Hashem, he would have attached himself to Israel, and at least not traveled to curse them, after Hashem had told him "for he {=Israel} is blessed, and he would not have went to witchcraft in order that Hashem would want to curse them, if he knew that He {=Hashem} was a single God and that they {=Israel} was his treasured nation. And {if so}, immediately when he came to Balak, he should have related to him that this was the nation which God had chosen for Himself, and that it is impossible that he would despise them. But that which he said, "I am not able to violate the word of Hashem my God," such was the way of his craft, to worship each god when it {that god} was needed. And now, he needed that the God of the Hebrews would abandon Israel.

ב': מה היתה אומנותו?-היה קוסם קסמים ומעונן ומנחש והיה בקי בכל מיני עבודות שבימיו והיה מגיד עתידות בקסמים, ומהיותו בקי בכל מיני עבודה היה עושה לכל אלוה ואלוה העבודות הרצויות לפניו והיה מאמין שעל ידי כך יקרב או ירחק האל ההוא מאדם או מגוי מיוחד. וידוע מנהג הרומאים כשהיו צרים על עיר היו משביעים אלהיה שיעזבוה . והנה היה יודע שאלהי ישראל נקרא ה', ושהוא חפץ בשביעיות ובפרים ובאילים
2) What was his profession? He was a soothsayer {kosem}, diviner, and magician, and he was an expert in all the types of worship in his days, and he would relate future events via kesamim. And since he was expert in all the types of worship, he would perform for each and every god the worship which was desired before it, and he believed that via this, that deity would be brought closer or distanced from a specific man or nation.

And the custom of the Romans is known, that when they besieged a city, they adjured her gods that they should abandon her. And behold it is known that the God of Israel was called Hashem, and that he desires sevens, and in bullocks and rams.

ג': פעולותיו ברמיה או בתום לבב?-בתום לבב, כי היה מברך או מקלל לפי מה שהיה רואה בחלום או לפי מה שהיה עולה לו על ידי הקסמים והנחשים שהיה תמיד הולך לקראתם, שאם נאמר שהיו במרמה, ושאמר: לינו פה הלילה, כדי ליטול זמן, ואח"כ: כי מאן ה', כדי להוקיר את עצמו, אם כן כשבא לקלל והוכרח לברך, היה לו להרגיש בקרבו מעשה ניסים והיה לו לחרוד חרדה גדולה ולחדול מיד וללכת לו; ואם תאמר כי גם כל ברכותיו מלבו היו, כי ראה את ישראל מצליחים והבין, שאם יקללם, יימצא שקרן, אם כן למה נכתבה פרשה זו בתורה ואיך אמר משה ( דברים כ"ג ו') ולא אבה ה' אלהיך לשמוע אל בלעם , ועוד למה הוסיף: אראנו ולא עתה ומחץ פאתי מואב , שהיה בזה משניא את עצמו בפני בלק? אבל נראה באמת שהיה עושה פעולותיו בתום לבב, כפי מה שמסרו לו רבותיו הקוסמים, והיה מאמין שיש כוח בעבודות להשיב האלהים ממידה למידה, ואמר: לינו פה הלילה והשיבותי אתכם דבר , כי היה סומך על החלומות, ואמר: כאשר ידבר ה' אלי , כי עשה איזו עבודה לאלהי העברים כדי שיודיעוהו בחלום אם רצונו שילך לקלל את עמו.
3) Were his actions done using trickery or with integrity?
With integrity, for he would bless or curse according to what he saw in a dream or according to what arose for him via his sorcery and divinations, to which he always went toward. For if it be said that this was in trickery, and that he said "sleep hear tonight" in order to buy time, and afterwards "for Hashem refuses" in order to make himself more valuable, if so, when he came to curse and he was compelled to bless, he should have felt in his innards the miraculous nature of this, and he should have quaked a great quaking and to have refrained immediately and gone off to himself.

And if you say as well that all his blessings were from his own heart, because he saw Israel winning and understood that if he cursed them, he would be discovered to be a faker -- if so, why is this parasha written in the Torah, and how did Moshe say (Devarim 23:6) "and Hashem did not desire to listen to Bilaam?" And furthermore, why did he add {Bemidbar 24:17}:
יז אֶרְאֶנּוּ וְלֹא עַתָּה, אֲשׁוּרֶנּוּ וְלֹא קָרוֹב; דָּרַךְ כּוֹכָב מִיַּעֲקֹב, וְקָם שֵׁבֶט מִיִּשְׂרָאֵל, וּמָחַץ פַּאֲתֵי מוֹאָב, וְקַרְקַר כָּל-בְּנֵי-שֵׁת. 17 I see him, but not now; I behold him, but not nigh; there shall step forth a star out of Jacob, and a scepter shall rise out of Israel, and shall smite through the corners of Moab, and break down all the sons of Seth.
by which he would make himself hated before Balak. Rather, it is apparent in truth that he performs his actions with integrity, according to the traditions passed to him by his teachers the diviners, and he believed that there was power in these worships to change God from one trait to another. And he said "sleep over this night, and I will bring you back word," for he relied upon the dreams, and he said "as Hashem says to me," for he performed some worship to the God of the Hebrews so that He would inform him in a dream if His will was that he go to curse His nation.

ד': היה נביא אם לא? –לא היה נביא, כי היה קוסם ועכו"ם, רק בפעם הזאת שם ה' דבריו בפיו לכבוד ישראל
4) Was he a prophet or not?
He was not a prophet, but rather a diviner and an idolater. However, this time, Hashem placed His words in his mouth for the honor of Israel.

ה': איך היתה נבואתו, מבלי שירגיש בעצמו מעשה ניסים? – כשהיה נפרד מבלק להכין עצמו לקללם, היה ה' נותן בו לב חדש והתעוררות לברך את ישראל, וע"י ההתעוררות האלהית ההיא היה נושא משליו לפי דרכו בחכמת השיר , וגם האמין כי מה' היתה זאת ושאלהי העברים עושה זאת, ואמר בתום לבב: הלא את אשר ישים ה ' בפי אותו אשמור לדבר .

5) How did his prophecy occur, without him feeling himself the miraculous nature of the event?
When he separated himself from Balak in order to prepare himself to curse them, Hashem placed within him a new heart and an arousal to bless Israel, and via this Divine arousal, he took up his parable in accordance with his way in the wisdom of poetry, and he also believed that this was from Hashem, and that the God of the Hebrews did this, and he said wholeheartedly
יב וַיַּעַן, וַיֹּאמַר: הֲלֹא, אֵת אֲשֶׁר יָשִׂים ה בְּפִי--אֹתוֹ אֶשְׁמֹר, לְדַבֵּר. 12 And he answered and said: 'Must I not take heed to speak that which the LORD putteth in my mouth?'

ו': האתון דיברה אם לא? לא ייבצר מהאל לעשות שתדבר, אבל לא היה אפשר שלא יחרד בלעם ושני נעריו חרדה גדולה עד מוות, ולא היה אפשר שיהיה בו כוח להשיב לה דבר, על כן ייתכן שלא דיברה כדיבור של בני אדם, כי "ותדבר" אין כתוב כאן, אבל השמיעה בפיה קול יללה שהיה מובן ממנו: כי התעללת בי וכו', והיא חזרה וצעקה כאילו תאמר: הלא אני אתנך וכו', אז נכמרו רחמיו עליה ואמר: לא , כלומר אין דרך הבהמה הזאת להתעלל בי, והנה אמת, כי ה' פתח את פי האתון, כי נערה באופן משונה מעט ממנהגה, אך לא היה הנס כל כך, עד שייבהל בלעם. והנה ה' שפתי תפתח ( תהלים נ"א י"ז ) אין ענינו דיבור חוץ מן הטבע; גם קרוב הדבר שבלעם היה מתפאר בהבנת קולות העופות והחיות, ע"כ כששמע קולה, פתר דבריה והשיב עליהם, על כן לא נבהלו נעריו, כי זה היה דרכו, אלא שהפעם הזאת היה שם נס אמיתי, אבל היה נס נסתר ולא הרגישו בו ולא חרדו לא הם ולא בלעם. ועוד אם דיברה, איך לא הצטדקה ולא אמרה לו שיש שם דבר המפחידה מללכת
6) Did the donkey speak or not?

ז': ומה ראה הקב"ה להפוך הקללה לברכה? –ולמה לא הניח לבלעם שיקלל , והוא יברך?- מפני שלא הותר לישראל להתגרות במואב, ואם היה בלעם מקלל, היו בלעם ובלק מתפארים שהועילה קללתו להציל את המלך ואת העם אשר שכרוהו, כי לא ידעו, כי ה' ציוה ( דברים ב' ט ) אל תצר את מואב , ויאמרו כי הקללה הביאה בהם מורך לבב וחיתתה גבורתם, ואולי ג"כ היו המואבים יוצאים לקראתם בעם כבד וביד חזקה כמו שעשה אדום ( למעלה כ' כ'), והיו ישראל מתרחקים מפניהם מפני מצוות ה' כמו שעשו לאדום, והיה שם שמים מתחלל
7) And why did Hashem see fit to turn the curse into a blessing? And why did He not just leave Bilaam to curse, while He blessed?
Because Israel was not permitted to engage in skirmishes with Moav, and if Bilaam would curse, Bilaam and Balak would have glorified themselves that his curse had worked to save the king and the nation who had hired him, for they did not know that Hashem had commanded (in Devarim 2:9)
ט וַיֹּאמֶר ה אֵלַי, אַל-תָּצַר אֶת-מוֹאָב, וְאַל-תִּתְגָּר בָּם, מִלְחָמָה: כִּי לֹא-אֶתֵּן לְךָ מֵאַרְצוֹ, יְרֻשָּׁה--כִּי לִבְנֵי-לוֹט, נָתַתִּי אֶת-עָר יְרֻשָּׁה. 9 And the LORD said unto me: 'Be not at enmity with Moab, neither contend with them in battle; for I will not give thee of his land for a possession; because I have given Ar unto the children of Lot for a possession.--
and they would have said that the curse brought in them softness of heart and fear of their strength {?}. And perhaps as well, the Moabites would have gone out against them in large numbers and with a strong arm, just as Edom did (earlier, 20:20) and Israel would have distanced themselves from before them because of Hashem's command, just as the did for Edom, and the name of Heaven would have been profaned.

Whether or not Bilam thought this, it's clear Balak did.
